Community Boards

Each of the 59 community districts have a community board composed of up to 50 volunteer members appointed by the borough president. Community boards advise on land use and zoning, participate in the city budget process, and address service issues in their district. They serve as advisory and have no authority to make or enforce laws.


Borough Boards

Borough Boards hold public and private hearings, adopt by-laws, and prepare plans and recommendations for land use and planning. They submit comprehensive statements of expenses and capital budget priorities and needs. It consists of:

  • The Borough President

  • All Council members in the borough

  • The Chairperson of each Community Board in the borough
